Understanding the Mandate
ZATCA (the Zakat, Tax and Customs Authority) made e-Invoicing mandatory for all VAT-registered businesses in Saudi Arabia. This isn't a suggestion β it's a legal requirement with serious penalties for non-compliance.
The mandate rolled out in two phases. Phase 1 required businesses to generate structured XML e-invoices with QR codes. Phase 2 goes further β requiring real-time submission to ZATCA's Fatoora platform for clearance before invoices can be issued to customers.
